Kathleen Bailey — Mountain View resident and current Town Council member.

Council Service

I’ve been honored to serve on the Mountain View Town Council since 2017, and my colleagues have twice appointed me Mayor Pro Tem. Over the years, I’ve served on the following committees and projects:

  • N

    Community Development and Outreach Committee

    • Helped launch the town’s first official Facebook page (with another council member)
    • Co-created the Mountain View Messenger newsletter, which for the first time provided regular town-wide updates
    • The Messenger demonstrated the value of consistent communication and was eventually replaced by expanded Mountain View coverage in the Neighborhood Gazette, which now reaches more residents with dedicated town content
    • Led a resident survey and presented results at a public forum to guide town priorities
  • N

    Economic Development Committee

    • Conducted a business owner survey to learn how the town could better support local businesses and strengthen its economic base
  • N

    Sustainability Committee

    • Organized recurring town-wide litter cleanup events, coordinating volunteers, block assignments, and supplies
    • Supported early beautification projects that laid the groundwork for today’s Beautification Committee
  • N

    Website Improvements Project

    • Researched potential vendors and reported findings to Council
    • Recommended updates and features to improve accessibility, usability, and communication
  • N

    Historic Mountain View Committee

    • Supported efforts to preserve and celebrate the town’s history
  • N

    Town Clerk Hiring Committee

    • Participated in the search and selection process for a new Town Clerk
  • N

    Public Safety Committee

    • Met regularly with the Police Chief (along with another assigned council member) to stay informed on department issues
    • Served as a touchpoint between the Chief and Town Council, keeping colleagues apprised of staffing, compensation, and community safety matters
  • N

    Beautification Committee (appointed April 2025)

    • Support town-wide litter cleanups, seasonal decorations, and creative approaches to enhancing public spaces
  • N

Denver Regional Council of Governments (DRCOG) Board of Directors (appointed April 2025)

    • Serve as Mountain View’s primary representative in housing, transportation, and planning decisions
    • Attend twice-monthly meetings to ensure our small town has a strong voice in regional policy

Professional and Academic Experience

I work in applied research at the Naval Postgraduate School, focusing on decision-making and organizational issues. I’ve also taught graduate students in Public Service Leadership and Ethics at the University of Colorado Denver. I am currently a Fellow in the Vibrant Communities program, a joint initiative of the Lincoln Institute of Land Policy and Claremont Lincoln University, where I focus on practical approaches to land use, water planning, and community engagement that I apply directly to Mountain View.

Education

I earned my PhD in Public Affairs from the University of Colorado Denver in 2024, where I studied how local leaders in Colorado navigate tough community issues.

Personal

Mountain View has been my family’s home for the past decade. My husband, Dan, and I are raising our young son here, and we deeply value the close-knit community that makes this town so special.

Continuing to Serve

With eight years of steady service, I have delivered trusted experience and proven results for Mountain View. I am asking for your support this November so I can continue serving with dedication, collaboration, and a strong voice for our future.
